You will find initially when you put on a Pulse Oximeter it will vary slightly since it is estimating the value of your heart rate. The other impact on it initially causing the rises and decreases you may find to correlate with your breathing, which is something called Respiratory sinus arrhythmia (which is a totally normal feature of the body). The longer you have the pulse oximeter attached - the more accurate the reading should be.

Yes, that irregularly regular heart beat of respiratory rhythm is perplexing but so true for many.
